The Lord Skelmersdale was born Roger Bootle-Wilbraham on 02 April 1945 , and is a Conservative Excepted Hereditary peer sitting in the House of Lords since 08 July 1974.


Currently sitting on the Procedure Committee (Lords) (since June 2014), Lord Skelmersdale does not chair at this time.

He has in the past sat on Refreshment Committee (Lords) (Jun 2015 to Aug 2016), Leader's Group on Working Practices (Jul 2010 to Apr 2011), Communications Committee (Jun 2010 to May 2014), Procedure Committee (Lords) (Jun 1997 to Nov 2000), EU Sub-Committee B (Oct 1996 to Nov 2003), Statutory Instruments (Joint Committee) (May 1992 to Nov 2004), Procedure Committee (Lords) (Nov 1981 to Nov 1988), EU Sub-Committee G (Nov 1975 to Oct 1981).


Lord Skelmersdale is currently Deputy Speaker (Lords), a parliamentary position he has held since November 2010.
