The Rt Hon. the Lord Blencathra was born David John Maclean on 16 May 1953 in Scotland, and is a Conservative Life peer sitting in the House of Lords since 28 February 2011. He previously sat in the House Of Commons as MP for Penrith and The Border.

He was Shadow Chief Whip (Commons) (2001 to 2005) in opposition.
