The Rt Hon. the Lord Touhig was born James Donnelly Touhig on 05 December 1947 in Wales, and is a Labour Life peer sitting in the House of Lords since 28 June 2010. He previously sat in the House Of Commons as MP for Islwyn.

Lord Touhig is currently Shadow Spokesperson (Defence), an opposition position he has held since September 2015.

In the past, Lord Touhig has held the position of Parliamentary Under-Secretary (Ministry of Defence) (Veterans) (2005 to 2006), Parliamentary Under-Secretary (Department for Constitutional Affairs) (also in Wales Office) (2003 to 2005), Parliamentary Under-Secretary (Wales Office) (2001 to 2005), Assistant Whip (HM Treasury) (1999 to 2001) in government.

He was Opposition Whip (Lords) (2015 to 2016) in opposition.
